Sumario:This study highlights the relationship between the State and Culture, as they were developed in the western culture and in the western history: The State is perceived as the Political Power, and Culture, pictured as the Spiritual Power. Both of these concepts have developed a dialectical and controversial articulation between them. Issues related to Economics and Cultural Management are also assessed in order to stress the epistemological, ethical and political limits considering the culture intervention in public policies. This paper also argues that a certain level of confrontation between Culture and the State is necessary and even desirable to enhance both, but above all to protect social development and democratic societies.
