| Sumario: | The paper analyzes the environmental management in a small city of the Brazilian northeast semi-arid using the Institutional Analysis and Development (IAD-Framework) developed by Elinor Ostrom. The work discusses the institutional configuration of actors, instruments of environmental management and performance assessment established by local authorities and civil society representatives. The research adopted a qualitative, descriptive and exploratory methodology. Data collection occurred through semi-structured interviews with key actors, 29, one of the representatives of the public authorities and civil society at the small city of Independência. The results indicate that prevails in the environmental management of the city studied adopted a defensive and industry design, where integration among actors is not fully developed. |
