Sumario:The article grounds the negative role of de-industrialization in the rise of adverse trends, discusses the key lines of re-industrialization of Russian economy as a way to overcome recession and to shape foundation of the new model of economic growth with due regard to global experience. The author shows that the goals of policy of re-industrialization coincide with the goals of strategy of import-substitution. Based on the modern IT sector as the most science-intensive, competitive and innovative sector of national economy the necessity to orientate this industry to global requirements and standards was shown. Possible risks of this direction and ways of their overcoming in the process of import-substitution are discussed.
