To achieve this purpose, the author applies a systematic approach as the main research method, supplemented by such methods as generalization, synthesis, comparative analysis, and document analysis. The primary sources are federal legislation in the field of climate change, doctrines, state programs, reports and working papers on climate issues. In the course of the study, the following scientific results are obtained: the climate legislation of the Russian Federation is systematized and analyzed; two groups of normative legal acts in the studied area are identified: documents of "general" content and documents directly regulating climate change issues. The latter, in turn, are divided into three more categories: fixing provisions on mitigating the anthropogenic impact on climate; on adaptation to climate change; on strengthening and developing information, scientific, socio-economic policy in the field of climate. The results obtained determine the novelty and relevance of the research, its scientific and practical significance. The author also identifies state bodies whose powers are more or less related to formation and implementation of climate policy in Russia and control over implementation of climate-related measures. The final part of the article concludes that, despite the adopted documents and the existing institutional framework, it is premature to talk about full-fledged state policy in the field of climate change.
