Sumario:The author characterizes the political content and legal mechanism for implementing popular in Latin America, the concept of «Socialism of the XXI century», in which criticism of liberal economic policies combined with the strengthening of the role of the nation state as the voice of common social interests of the whole nation. One puts forward the idea that the nation-state - is an institution designed primarily to express the general social interests of citizens seeking to gain through the institution of the state to strengthen its independence from the TNC and other countries. Analyzing the new Constitution of Venezuela, Ecuador and Bolivia, the author characterizes the constitutional mechanism to protect the rights of citizens as a new direction to protect their sovereignty.
