| Résumé: | Since the return of democracy in Chile (1990), the governments of the 'Concertacion' have had two main priorities: to reintegrate Chile onto the international scene after 17 years of diplomatic isolation and to develop the decentralization process at home. This study makes it possible to see that these goals were only partially achieved owing to the fact that Chilean Institutions have not really been modernized. In effect Chile's constitution remains "insular" in terms of International Law and conservative in terms of decentralization. |
