| Sumario: | The State management is a daunting task. Local self-government is a necessary part of the management system. It is obvious that in Russia local self-government faces a whole complex of objective challenges. In some cases, these problems may seem unique, but they are not. Moreover, in seemingly non-comparable states — Estonia, Latvia and Finland, problems of local self-government, as well as trends of regional development, are very similar to Russian ones. Moreover, the experience of our neighbors, who are one step ahead in reforming local self-government, is extremely interesting, requires not borrowing, but careful study. |
