After 10 years of activities, the country is considered to have eradicated birth under-registration, although data shows that about 1% of children born in the country remain unregistered. Considering that birth registration is a human right that guarantees the exercise of other rights, and knowing that Brazilian efforts to eradicate under-registration have been considered successful, this article analyzes the 10 years of the national policy from the perspective of human rights policies, also identifying the impacts of policy decentralization on public agencies in achieving the goals established for the 2008-2018 decade. In conclusion, collective actions, document standardization and information systems contributed to the success of such policy. However, the challenges of birth registration of the so-called priority groups still remain.
