Sumario:This article aims to carry out an analysis, with a focus on hydroelectricity, of Brazilian energy infrastructure planning and the conflicts between public policies for economic development and protection of the environment. It starts from the problematic of the conflict existing in these public policies that result in a struggle in planning efficiently the expansion of the electric sector, without effective legal protection to the environment and reducing the competitive capacity of Brazil. The guiding question of this study is: how to improve the competitive capacity of the Brazilian economy taking into account the environment protection public policies associated with the hydroelectric projects? To do so, the regulatory frameworks for protecting the environment, the National Energy Plan and the economic and socio-environmental conflicts arising from the mismatch between these policies will be addressed. Finally, it will be proposed the use of the Strategic Environmental Assessment tool, which can be an auxiliary tool in the more balanced and congruent conduction of Brazilian public policies for the environment and economic development, especially in the issues related to energy matrix planning. Considering the proposed objectives, the study was developed through bibliographical and documentary research.
