The objectives of the proposed model are to define qualitatively and measure quantitatively the maturity levels for the IT dimensions used by smart cities (IT governance, IT services, data management and infrastructure), and to develop an implementation model that is practical and contextualized to the needs of any territory that wants to create or improve smart city services. The proposed framework consists of three components: a conceptual model of smart city services, IT dimensions and indicators, and IT maturity levels.
