Sumario:The article discusses the participation of the population of Paranhana Valley region and Sierra Hill (RS, Brazil) in the popular consultation process by identifying the number of votes and the main demands elected between 2006 and 2015. The popular consultation created in the RS in 1998, enables the population to participate directly in the democratic process by electing the priorities of investment and services that make up the state budget. In this process values are shared between the twenty-eight regions of coverage of Coredes observed population criteria of each region and the Idese. Research shows that popular participation in the division of public investment has declined in recent years. Top-rated investments / defendants in the region are facing the demands in which the government should already invest – without the need for public consultation – such as health, education and public safety, not considering the specifics of each municipality.
