The popular consultation created in the RS in 1998, enables the population to participate directly in the democratic process by electing the priorities of investment and services that make up the state budget. In this process values are shared between the twenty-eight regions of coverage of Coredes observed population criteria of each region and the Idese. Research shows that popular participation in the division of public investment has declined in recent years.
