Sumario: | The article contains existing approaches to bureaucracy. There were defined 4 main management principles in bureaucratic organization on basis of Max Weber’s “rational bureaucracy” theory. They are: hierarchy, specialization, formalization, regulation. There were also defined the very advantages and disadvantages of these principles in accordance with the constraints are made by them. Additionally the management efficiency increase limits were discovered. The growth of both organization structure and the executive process complexity within the organization (as consequences of its growing scale) were named as an objective cause of bureaucratization level increase. At the same time a management team unreadiness to act in conditions of organization scale enlargement can be named as a subjective cause of bureaucratization level increase. Main trends (tendencies) of modern bureaucratic organization development were found due to the in-depth public authority functioning practice analysis. They are: complication of executive system, management virtualization, control hypertrophy, violation of specialization. There were also named the sources of these trends and several methods to overcome them. |
