Sumario:Among the county structural demands linked to public managers are linked to the planning and land use planning of cities, including small, since they represent an important element of equalization of public investment and improving the quality of life. Among the legal mechanisms for planning of cities is the City Statute (Law 10.257/01), which has a series of instruments that can contribute significantly to the optimization of investments, however, its application depends on existence of a master plan, which is feasible in the county. This research originated a qualitative matrix, to demonstrate the feasibility of applying the tools of the City Statute, related to induction of urban development, considering the reality of small counties of Santa Catarina. The application of these instruments, through the master plan, it an essential variable to development within small urban municipalities, therefore, is linked to the investments optimization, such as urban economics, spatial soil planning, partnership and openness to direct external resources, to investments in different purposes, in the urban space of the smaller counties.
