Sumario:The present study aims to describe the planning process, called the Institutional Development Plan - PDI and the context of the three participating universities of the Association of Universities Grupo Montevideo - AUGM located in Latin American countries - Argentina, Brazil and Chile. As for the method, this study is classified as multicase and is characterized as qualitative, exploratory and descriptive, using primary and secondary source of data, collected at the meeting of the Core Discipline of Institutional Assessment, Strategic Planning and Management University of AUGM held in August 2012 in Asunción, Paraguay. The results showed that universities consider the fundamental planning process to guide the process of management and participatory processes developed using research, meetings, seminars and consultations to the university community. Institutions seeking to develop mechanisms for monitoring the PDI in order to make it effective management tool. The Core Planning AUGM keeps important discussions on the topic. It was stressed that there is also variation in the implementation and execution of planning among the participating universities, similar problems occurring.
