The Program is analyzed under a Marxist tradition perspective as a State strategy, developed through varied functions in order to assure the capitalist accumulation and solve another one of those crises of this mean of production. Thus, it is then demonstrated that the basis for the transferences to capital in order to drive development are rooted in social contributions as well as in the reduction of the workforce‟s rights.
