Sumario:The internal settling of Mexico was the fruit of a complex Utopia resulting from economic, nationalistic and racial thoughts. From this articulation came out the solution to the problems the country had to overcome to reach a model of modernity imported from Europe. The application of a compared analysis to the speeches of intellectuals and administrators allow us to understand how it was possible to go from a discursive Utopia to experimentation within the territories of the colonies. The outcome shows how the intellectuals were not able to reach the goals foreseen.
