Based on the different scales assigned to the variables, two models were developedwith the basic method of Variable Returns to Scale (VRS) and oriented to the products. Model 1 hasno scale restriction between the variables, while model 2 has this characteristic. The results show thatthe process of efficiency of program management in the Brazilian regional development is divergentin different states. Thus, the state of Acre, Amapá, Federal District, Goiás, Mato Grosso do Sul, Riode Janeiro, Rio Grande do Sul, Roraima, Santa Catarina and São Paulo, according to the models ofstudy, present a high performance of efficiency in the regional development of the program results.In the other hand, Alagoas, Amazonas, Maranhão, Pará and Pernambuco are the states with lessefficient processes, determined by the models studied.
