These disputes were very common because of the traditional transhumant culture from Central Asia and the fact that animal husbandry is one of the most important economic activities of people. The State has tried to take every precaution to resolve these disputes. Among the measures, ensuring security comes first. Apart from security, pasture disputes, water shortages in the summer months and problems in some regions between Muslim and non-Muslim families were common conflict causes. Disagreements in the plateaus are more common in the country's Rumelia. An engineer was requested to settle the dispute between the villages of Plovdiv and Lovech and to settle the dispute in Veliko Tarnovo. In Montenegro, the plateau dispute turned into an armed conflict and two battalion soldiers were requested. In the district of Ipek, conflict between the Muslims and the Christian people raised because of plateau dispute. In order to settle the plateau dispute between Shkodra and the inhabitants of Montenegro, the construction of towers on the plateau borders has been brought into agenda. Military force was requested for the plateau disputes in Kosovo. In Anatolia, disputes arose among the people in the plateaus of Gümüşhane, Konya, Ankara, Trabzon and Erzurum. Authorities were assigned to open enough pastures and water wells for the needs of the people in the highlands in Konya, and fifty thousand cents were allocated. Deaths occurred in plateau disputes and suspects were arrested. Necessary measures have been taken since the Kurdish people in Erzurum have always argued about pastures and plateaus.
