Sumario:Besides institutional functions of teaching and research public universities also take on the role of disseminating socioeconomic agents to establish a connection between government and companies. However, the complex and pluralistic characteristics of these organizations influence the decision-making process and, therefore, the proper implementation of this integrative role. The aim of this study was to identify the implications of the decision making process of a university in fulfilling its role in the Triple Helix model, based on the adopted mechanisms of technology transfer. This is a qualitative research case study, a descriptive and ex-post fact. Data was collected through interviews, documents and non-participant observation, and it was analyzed by means of document analysis techniques and content. The results showed the prevalence of characteristics of Professional Bureaucracy and an Organized Anarchy in decision making, with impact on the movement of the helix to reduce or accelerate its bilateral movement. As implications, highlights the ambiguity of objectives among the involved, strong political aspect and internal bureaucracy which causes delays or dynamism to the process. It was found that the University has fulfilled its role of being able to disseminate socioeconomic development, and also the institutional effort to create hybrid entities that assure more autonomy and dynamism to cooperation mechanisms, such as the Technological Hotel, the Incubator and the Green Office.
