Opening speech of the first Ottoman Parliament which was put into operation on March 19th, 1877 was made by Sultan Abdulhamit II, the ruler of the era and the speech which started by addressing to the Notables and the Parliament was also responded by the aforementioned parliaments individually. This application that started in the First Turkish Parliament also continued in the last Ottoman Parliament, which was opened on January 12th, 1920. This addressing which was made by Sultan Vahdettin via Damat Serif Pasha, the Minister of Internal Affairs, centered upon; wrongness of going into a war, guilt of those deciding to fight, occupation of the nation, resistance ambition caused by the Greek occupation in the nation, acting responsibly and in unity and fact that losing a war would not deprive of acquired rights. It took a long time to organize the committee that would prepare the response of the Turkish Parliament, called “Response Letter” to the sultan’s opening speech and the issue of manner and content to be used in the “Response Letter”also occupied the agenda of the representatives of a nation under occupation. Reactions by some representatives in the preparation phase reflected important examples of the understanding that changed in the political, social, cultural and national dimension.
