It is seen that critical improvements came to the front side concerning the decentralization reform in the year of 1980 and afterwards. Within the context of the study, the decentralization trend and decentralization reform process will be examined periodically. The decentralization reform process will be searched in detail on the basis of the pre- Second World War period, post- Second World War period, 1980-2000 decentralization period, decentralization period after the 2000s.
