Sumario:The economic activities related to cotton production chain are not evenly distributed within the territory of Mato Grosso, to be of fundamental importance to identify the location of the regions and the influence of the production cluster. The relevance of economic activity in each region and cluster development allows government managers have a better definition of public policy instruments to promote regional development. To this end, the collection of ICMS is a database that shows the financial results of the productive activities of the various economic sectors in each of the municipalities of Mato Grosso, it is the result of a percentage applied to income companies. The methodology adopted in the calculation of Normalized Concentration Index (ICN) in the municipalities based on data collection in 2008 of ICMS. The study reveals that the collection has proven to be reliable and no significant distortions in the results, given an acceptable rate for the analysis of market behavior. The ICMS is the main instrument of fiscal incentive programs, plays an important role in this process of regional growth and development, contributing as more a force of attraction of clusters, that exemption, partial or total, is reflected in an increase competitiveness of the cotton production chain.
