Using the concept stricto sensu of budget we search priority lo define the foreseen set of activities and projects that if destine exclusive or to the adolescents in conflict with the law. It was verified, of this form, if the resources gained to the proposals of the Plan Budgetary Plurannual (2002/ 2005), of the Law the Diroctresses to a Budget (2004) and of the Law Budgetary Annual (2004) of fact contemplated - still that of “qeneric” form - the forecast of the necessary budgetary resources to the existing demands of attendance, and if the federal budget follows in accord with the rules of the law, that praises the “doctrine of the integral protection” to the child and the adolescent, establishing mechanisms for the guarantee of the citizenship the adolescents that they had committed intractions.
