It was intended, therefore, to identify if the actors are able to lead the process of territorial development planning. Socioeconomic characterization was performed through descriptive statistics and graphical analysis and the levels of institutional participation and social management were measured through the Exploratory Factor Analysis. A fundamental component of the research, with a focus on citizenship, was the search for information and dialogue with political society and civil society, as well as their understanding and involvement with the territorial development and sustainable development policy. The survey was carried out in 21 of the 34 municipalities of the Territory in question. As a participating public, 116 people were members of entities such as the Municipal Development Councils (Comudes), which is composed of both public officials and entities and Civil society in each municipality.
