As a rule, investments in human capital mean the cost of training and the cost of education, but there is a wider classification, including the cost of increasing mobility and the cost of finding information. Investments in education, when it comes to university employees, represent the cost of continuing education, conferences participation, professional trainings etc. The result of such investments can be an increase in publication activity, an increase in the citation index, an increase in the income brought by the employee in terms of grants, R&D, and contract work. The methodology for effectiveness evaluation is based on an analysis of the scientific and innovative activity of employees through income from innovative activities and an indicator of the number of employees involved in innovative activities and having an individual path of development.V.
