System of territorial ministries (Ministry of Crimea, Ministry of the North Caucasus, Ministry of Development of the Far East) is new direction in regional governing area. However, this idea has obvious historical analogies. Kazan and Siberian orders were aimed at solving the same tasks and had a decent experience of their implementation. The concept of «territories of special development» is a theoretical and methodological basis of the new concept of regional development.
