In order to attract investors on the basis of stimulating line in nature-use the authors put forward possible solution based on tools of state-private partnership, including management delegation, concession, etc. Special attention was paid to the mechanism of implementing the program aimed at elimination of accumulated ecological damage by selecting investment projects on safe removal of hard communal wastes, which could make implementation of the investment project more transparent and less risky.
