Democracy is the name of a political system in which the whole people make the basic determining decisions on important matters of public policy. Especially after the final quarter of 20th century, this system is so in demand that now nearly all political regimes need to introduce themselves as democratic in one way. This transformation is one of the most important and meaningful incidents of political history. However, it is clear that a regime is not necessarily democratic just because it claims or argues to be. Thus, there are some basic criteria that determine to be ‘democratic’ as well as some qualifications that regarded as necessities of further democracy. The models of democracy emerges these further qualifications.
