Sumario: | This paper discusses the consequences of some theoretical approach of the relationships between uncertainty and rationality on the procedures adopted in actions of local development. In the first part of this paper analysissome aspects of the Classic Theory of the Decision, of the Utility Theory and of the Theory of the BoundedRationality, considered the more important for the interpretation of procedures in development actions. In thesecond part of the article, the discussion of two types of development action, the analysis-diagnosis ofdevelopment situations and the counseling to farmers indicates that the complexity of the situations with whichthey are confronted are beyond the complexity limit of the current procedures, set fundamentally in the ClassicTheory of the Decision. Starting from this verification we discuss as some concepts related to the Theory of theLimited Rationality, as the one of procedural uncertainty and the one of mental model, and some aspects of theformalization of the decision making proposed by the Utility Theory could contribute to the elaboration ofprocedures more adapted for the analysis of the two discussed types of development actions. Finally it is pointedout that a better formation of the technicians in Decision Theory and the procedures to them related it could contribute significantly to improve its procedures in development actions. |
