Sumario:Abstract Since the railway reform in 1994, the railway infrastructure of the Deutsche Bahn Group has been organised together with other railway companies in a vertically integrated group structure. However, it is believed that the integrated group structure caused competition distortions at the operational level. Separating the railway infrastructure from the rest of the DB Group’s operations in terms of ownership could prevent this distortion of competition. So far, however, the political will has been lacking. In its current report, the Monopolies Commission therefore presents measures to remedy the current independence and transparency problems in the existing framework.
