The military system based on the Guild of Janissaries which was created in Ottoman establishment period enabled Ottoman Empire had a quite advanced military than its contemporaries. But, with the going bad and abolishmnet of the Guild of Janissaries in 1826, professional military service gave way to civic duty. With this change, doing military service of every person of Ottaman tebaa in equitable sense of Tanzimat became an obligation. Despite it was so in theory, non-muslim tebaa couldn’t be enroled into military service because of various difficulties until the II. constitutional period. Because of the radical changes in the military field, laws were prepared about the people who will have been enroled into military service concerning how they will have been enroled into military service and how long the military service will continue. In this process that began with the Tanzimat, laws were introduced four times in 1846, 1870, 1886, 1914 concerning the enrollment into military service. But paid military service was introduced especially for the people who were engaging in trade and agriculture and who had no one to replace himself. Because, the essential condition to do paid military service in Ottoman Empire was to get wealth. The people who was going to do paid military service must have had enough financial muscles without selling their means of living.One of the parts of the aforesaid laws was earmarked to the situation of people who wanted to do paid military service instead of doing actually.
