Sumario:Regarding his position on the great European war and the ideal of national unity, which he previously exposed in the press, Constantin Stere argued it in late 1915 and from the Tribune of the Romanian Parliament in an unfavorable atmosphere. The overwhelming majority of the Romanian political class was agreeing and strongly promoting, amid the neutrality of Romania, the adhesion to the Fourfold Alliance, displaying a hostile attitude towards his urge to join the Central Countries coalition. He approached directly the Russia issue, by formulating a fundamental question: what event will there be created for the Romanian interests, obviously, together with this country's victory in the Great War? He will also invoke the issue of Bessarabia, which had lost all its rights granted by Alexander I with his Regulation of 1812, rising the issue of „restitutio in integrum”, i.e. full restitution of those lands and peoples „we've depicted in history”.
