The purpose of the study is to develop a draft “road map” aimed at solving the management problem of insufficient active participation of EMERCOM universities in the employment of graduates for civil service in the EMERCOM of Russia. The authors have used the following methods: traditional document analysis, expert sociological survey in the form of a questionnaire; method of studying statistical data; method for constructing the Kaworu Ishikawa chart. As a result of processing statistical data and experts’ answers, the paper presents the author’s view of the draft “road map” the implementation of which will solve the problem of effective employment of graduates of EMERCOM universities.
