The study enabled us toverify the progress and possibilities through the contribution of managers, technicians and counselors, respecting different conditions in each borough as well as its histories and trajectories. Among the difficulties, the challenge appears to break with the conservative culture that accompanies social assistance in Brazil, in contrast with the policy effectiveness while affirming the rights and component of the Brazilian Social Security. It also questions the absence of the States in the implementation process of SUAS, letting this task to the boroughs, which establish direct relations with the federal leveI.
