| Summary: | This contribution, which takes the form of two articles (I - Aid-interest; II - Aid-exchange), aims to take stock of French cooperation policy or official development assistance. Because of its history and content, this public policy has a paradigmatic value. It is built on two clichés that we will attempt to deconstruct in each of the two articles. The second assumption, which is the subject of this second article, refers to the agreed definition of official development assistance presented as a unidirectional flow from a donor to a recipient. In fact, it is an exchange. Aid is only given in return for various benefits. It is therefore necessary to decentralize the usual view of aid by focusing as much, if not more, on what the donor receives as on what it grants. This leads to a new definition of official development assistance. |
