The second assumption, which is the subject of this second article, refers to the agreed definition of official development assistance presented as a unidirectional flow from a donor to a recipient. In fact, it is an exchange. Aid is only given in return for various benefits. It is therefore necessary to decentralize the usual view of aid by focusing as much, if not more, on what the donor receives as on what it grants.
