| Summary: | In a context of unemployment and promotion of self employment, the attachment of young Egyptian graduates to the public sector is seen as paradoxical by the government. Our study shows that their expectations, which are historically constructed, are confronted with the reorientation of employment policies. From the point of view of the young graduates we met, the new mechanisms of occupational integration – through the private sector – make acceding to regular jobs more unlikely, and resorting to privileges and wasta (string pulling) necessary. Maintaining “active unemployed” on the ministry of Labour’s lists of job-seekers results in the de facto suspension of the right to employment security, and is perceived as social misfortune. |
