| Sumario: | El objetivo es ofrecer una propuesta de fortalecimiento del capital humano para el desarrollo de Capacidades Societales de Innovación CSI en Empresas de Producción Social EPS a través de la instauración de una cultura innovadora, bajo la convicción del papel protagónico que debe asumir el mismo en el desarrollo y consolidación de estas. Las EPS surgen en el marco del Registro de Empresas de Producción Social REPS, creado en noviembre de 2005 inserto en el Programa de Empresas de Producción Social, amparado en el decreto 3.895 de septiembre de 2005, denominado “Desarrollo Endógeno y Empresas de Producción Social” (Republica Bolivariana de Venezuela, 2005) y en el marco del Plan Siembra Petrolera 2006-2012; adjudicándosele a Petróleos de Venezuela, S.A. como empresa estratégica del estado una función catalizadora en el apalancamiento de estas modalidades socio productivas. El REPS representa una innovación socioinstitucional y socioproductiva venezolana y constituye una estrategia fundamental del estado venezolano en apoyo a la consolidación de la economía social en el país. Este registro tiene además la finalidad de diversificar la producción, incrementar y fortalecer el tejido productivo nacional y la transformación de las relaciones de producción. Por su parte las EPS representan una innovación en la economía social venezolana, las cuales profundizan los valores de solidaridad tanto al interior de estas organizaciones, como por su relación con las comunidades menos favorecida socioeconomicamente. Se efectuó la observación de bibliografía nacional e internacional especializada en el tema y de documentación oficial e institucional nacional, más una entrevista. Entre sus resultados destacan: 1) propuesta de algunos elementos teóricos para la instauración de una cultura innovadora en el capital humano de las EPS y 2) introducción de la noción de CSI ajustada al contexto de las EPS venezolanas y 3) construcción de una taxonomía de CSI para estas empresas. La conclusión mas importante radica en la necesidad de fomentar una “cultura de la innovación” en el capital humano para el fortalecimiento de estas modalidades socio productivas./The objective is to offer a proposal of fortification of the human capital for the development of Capacities Societales de Innovación CSI in Companies of Social Production EPS through the restoration of an innovating culture, under the conviction of the protagónico paper that it must assume he himself in the development and consolidation of these. The EPS arise within the framework from the Registry of Companies of Social Production REPS, created in November of 2005 inserted one in the Program of Companies of Social Production, protected in the decree 3.895 of September of 2005, denominated “Endogenous Development and Companies of Social Production” (Bolivariana Republic of Venezuela, 2005) and in the frame of the Plan Oil Sowing 2006-2012; adjudging to it Petróleos de Venezuela, S.A. like strategic company of the state a catalytic function in the leverage of these modalities partner productive. The REPS represents a socioinstitucional innovation and socioproductiva Venezuelan and constitutes a fundamental strategy of the Venezuelan state in support to the consolidation of the social economy in the country. This registry has in addition the purpose of diversifying the production, of increasing and of fortifying the national productive weave and the transformation of the production relations. On the other hand the EPS represent an innovation in the Venezuelan economy social, which as much deepen the values of solidarity to the interior of these organizations, like by its relation with the communities less favored very socioeconomically. The observation of national and international bibliography specialized in the subject and of official documents took place and institutional national, plus one it interviews. Between its results they emphasize: 1) propose one of some theoretical elements for restoration of an innovating culture in the human capital of the EPS and 2) introduction of the notion of CSI fit to the context of Venezuelan EPS and 3) construction of a taxonomy of CSI for these companies. The important conclusion but is in the necessity to foment a “culture of the innovation” in the human capital for the fortification of these productive modalities partner. |
