These reflections on entrepreneurship in the country and in Teresina are the result of a first step in building the Doctorate subject matter of public policies and have been developed in order to create and strengthen a theoretical basis can understand the designs of the entrepreneur work in City Shopping in Teresina. The methodology used is typical of library research method and with clearly defined goals.
