The regulation, inspection, licensing and sanitary control of the consumer market are the responsibility of the Agência Nacional de Vigilância Sanitária (Anvisa), which requires cosmetic testing on animals. The recent Law of the State of São Paulo nº 15 316, published in January 2014, changed the landscape of these relationships, prohibiting the use of animals in testing for cosmetic products, in response to recent protests by activists. The aim of the study was to elucidate the future impacts to the next two years and new strategic trends of the major stakeholders of the cosmetics industry, representatives of laboratories and research institutes, who performed tests on animals, because of the changes generated by the new state law. It is, therefore, a multiple case study of qualitative and exploratory nature, as evidenced analyze and describe the impacts between the actors involved in this issue through interviews. Documental analysis was applied after surveys on the main laws of the Ministério da Saúde (MS) and Anvisa resolutions related to in vivo tests allowed in Brazil.
