Poverty is seen as multidimensional phenomenon. lt is bing assumed that there has never been adopted a global strategy of articulation between the Economical the Policy and Social Policy to face poverty in the country. The Social Policy is considered as a marginal matter, assistencial or even just a compensatory action. It also pointed out potentialities and limits of the Income Transfer Programs to face poverty.
