It is based on twenty testimonies from professionals involved in the operation of one of the most dysfunctional railway lines in the Paris region. Three public policy frameworks (policy failure, policy learning, network governance) are successively declined. They shed light on: (1) the incapacity, for the stakeholders, to agree on what would be a satisfying exploitation model; (2) the constant distrust among stakeholders and the race for expertise; (3) the rejection among planners to arbitrate non-zero-sum choices. By updating the misalignments between information, expertise and decision-making procedures, the authors interpret the blocking of the governance process as the result of a statu quo.
