To this end, the theoretical framework, it was necessary to discuss, first, the concept of democracy - in Habermasian conception – and of governance - in the vision of Kazancigil. Thus, the research was developed with the various actors who are part of everyday NGOs: community members, staff and board. The part of the results and discussion was divided into three steps. The first, a presentation of NGOs and the last two linked to two assumptions related to democratic governance: local democracy and participation in decision instances.
