Résumé:This article argues that the growing trend towards centralized collective bargaining produced during the first Peronism, organized by the state and supported by the trade union movement was resisted by the businessmen of Rosario. Unlike Buenos Aires, this resistance became one of the main forms taken by labor disputes. Through the analysis of the importance of collective bargaining in the metalworking and footwear industries, we reflect on the role played by the state through the action of the Secretaría de Trabajo y Previsión, the dynamics imposed by the workers and the unions and the structural situation of the respective branches of industry. These aspects help us to explain the peculiarities of the industrial unrest in other industrial areas.
