Unlike Buenos Aires, this resistance became one of the main forms taken by labor disputes. Through the analysis of the importance of collective bargaining in the metalworking and footwear industries, we reflect on the role played by the state through the action of the Secretaría de Trabajo y Previsión, the dynamics imposed by the workers and the unions and the structural situation of the respective branches of industry.
