It concludes that there are efforts from MDS directed to "pub lic transparence" however concerning social assistance politics the control is hampered due to the counselors' fragile knowledge towards the use of resources and public budget, and in the matter of politics strategies are not always engaged to the transparence and fulfillment of social rights. One of the biggest challenges to be confronted would be the socialization of this knowledge to the counselors who need them.
