Sumario: | Sanitation systems are considered vital activities because of the services they provide to people. The continuity of these services is crucial for the management of a crisis such as a major flood of the Seine and/or Marne rivers in Ile-de-France. Although sanitation has many points in common with other critical networks (energy, telecommunications, transport), it is also characterized by several specificities that make it vulnerable in the event of flooding. After outlining the evolution of the functions and missions of this system since the beginning of the nineteenth century, we examine the different dimensions of its vulnerability in relation to the network's configuration, characteristics and maintenance, as well as its governance. Finally, the responses provided by the actors to deal with a crisis are presented. |
