With this in mind, different approaches were revised and analyzed, mapping the ways this subject has been treated in the qualified literature, mainly, considering their theory and methodology. To understand the moment of the public policy agenda construction, and more specifically, the governmental decision making process, the model elaborated by Kingdon (1984) was adopted in order to comprehend the elements that comprise this process, that is, the proper identification of the real social actors and the negotiation processes around the problem and alternatives of solutions.
