The study of the applicability of these principles is fundamental, since they need to be assimilated by the leaders of the democratic state under the rule of law in order to fulfill what is set forth in the constitutional charter. The legislator wanted to print legality, impersonality, morality, publicity and efficiency in an explicit way in the text of the constitution, being these concepts, kind of "mainprinciples" of the so many others implicit that apply to the Public Administration. It is imperative that in order to strengthen the Democratic State of Law by the principles, the Constitutional norms should be applied.
